Typical Private Development
- The estate has 2 entrances, will likely require section 278 lighting evidence applied.
- The electrical supply will be derived from a DNO supply which, will be metered for the estate.
- A service agreement will be required to maintain the lighting and services over time.
Area of the Private Estate Lighting. Lit to the appropriate Lighting class defined by risk assessment.

Adoptable Highway Lighting
Evaluation of Lighting to Local Authority, or Highways England adoption standards.
- Section 38 Lighting Component, for complete estates.
- Section 278 Estates adjoining an adoptable highway.
- Section 106 Modification to a highway such as for crossings, bridges and other.


Meeting the requirements of Highways Lighting Engineers
Generally
Any changes to the highway, be it kerb re-alignment, new road adjoining the highway or new estate roads will need lighting assessments.
- This works requires.
- Desktop analysis and survey
- Risk assessment with traffic flow data.
- Existing lighting performance results
- Proposed lighting results where this is inclusive of works or is to provide for safety
- Take into account light trespass and glare
- Comprehensive reports to give guidance on any lighting installation.

Highway Works Categories
Generally Section 106 Agreement
- Concept stage lighting design to evidence feasibility to obtain land to make alterations to kerb alignments and access to funding that affect the highway.
- Section 278 Works. Involves highway lighting design concept, feasibility and construction stage works to use funding to make alterations to road layouts and can include new junctions.
- Section 38 Works Involves lighting design as a components part of a submission to evidence concept, feasibility and construction in order to build spine roads with parcels of land available and agreed for development.
- Amenity Public Area Lighting. Involves regeneration and improvements to public open spaces
This involves liaison with police crime prevention, CCTV and festive requirements to make the best use of space for the public.
